Wei Jingxian, born in Peixian County, Jiangsu Province in 1938, graduated from the Department of Fine Arts of Nanjing Academy of Arts in 1963. Professor of the School of Fine Arts, Wenzhou University, Zhejiang Province, former director of the Wenzhou Institute of Portrait Embroidery, and member of the China Artists Association. Since 1992, he has enjoyed the special allowance of the State Council.

Wei Jingxian has been specializing in watercolor painting and portrait embroidery for more than 40 years. His watercolor paintings are full of passion, depicting the great rivers and mountains of the motherland, and are full of poetic and picturesque works, fully reflecting the painter's love for nature and life. He created a lot of hair embroidery works with needle instead of pen, hair as ink, and the topic of "how hair embroidery represents modern portrait". He has successively published such books as Wei Jingxian's Watercolor Painting, Ou Embroidery Techniques, and Chinese Hair Embroidery Art, and has won the Zhejiang Social Science Thesis and Works Award. Mr. Shaw Shaw, a well-known patriot in Hong Kong, donated to build the "Shaw Hair Embroidery Art Building".

Wei Jingxian has successfully held an exhibition of personal embroidery works in Wenzhou, Nanjing, Shanghai, Beijing and other places. He was invited to Japan, the Netherlands, Malaysia, the United States, the United Arab Emirates and other countries to hold art exhibitions and lectures. After his hair embroidery art was exhibited at the United Nations Headquarters in New York, he was awarded a prize and was praised as "a unique art in the East" and "a rare art treasure". His hair embroidery portraits made for many heads of state were presented as state gifts by state leaders and received high praise.
